Dr Mahathir as Pakatan Harapan Chairman has been keeping silent as the grave and surfaced his hypocrisy over Penang’s kleptocracy practices over the RM305 million consultancy fee for the bogus Penang undersea tunnel project.

Time and again, Works Minister Datuk Seri Fadillah Yusof has revealed that Guan Eng and his DAP Penang administration have failed to submit the underground passage progress reports. The usual crafty Guan Eng had earlier produced a two-page letter in last April to seek the ministry to approve to change for a bridge instead of a tunnel.

While what was demanded by the ministry should be the feasibility and detailed design studies of the three roads and tunnel to justify Guan Eng’s and DAP Penang request to changes. Above all, the ministry needs to understand why are the studies paid at RM350 million.

Nothing was sent as at to date even though Guan Eng pledged his promise to deliver six months ago as he claimed that the reports were only 87% completed. This very unusual delay with no work progress but the DAP-led Penang government has made payment of almost RM220 million for it.

The project was awarded in April 2013 but without any complete feasible studies and ministry justification to approve. The question here is if DAP-led Penang’s Competency, Accountability and Transparency (CAT) policy applies, why is the ministry still receiving excuses from Guan Eng? Are there a lot for Guan Eng to hide?

Is this not a clear example of fraud and they are happening in DAP-led Penang government? Yet, Dr Mahathir and Pakatan Harapan leaders are talking about Malaysia as kleptocracy state under PM Najib Razak leadership?

Should this happen to BN-led federal government, what will the opposition accuse if not will all sorts of terms and name callings associating ministers to corruption and cronyism?

Given that the Penang State Government under Chief Minister Lim Guan Eng and DAP-led are allowing practices of bogus projects and swindling public money, the rakyat needs to be aware of that the actual kleptocracy leaders are now in Penang and they are leading the state and its people to doom.
